The Stockton Town Board is seeking applications to appoint a new Municipal Clerk for the remainder of the current term (ending April 2023). The current Municipal Clerk, Maria Davis, was recently offered the position as Portage County Clerk after a recruitment and hiring process.
Town Clerk Job Description
This is an elected position with responsibilities that include the preparation and maintenance of all Town records and other official municipal documents, supervision of elections within the Town, issuance of various licenses and permits, recording various documents and vital statistics. Work involves extensive public contact in collecting various files and providing information. Work is performed in accordance with the Town ordinances and general law, as well as requires initiative, judgment, and ability to work effectively and independently with the public and other officials.
Examples of Work (Illustrative Only)
Attends Town Board meetings, prepares agenda, order and minutes of the proceedings and maintains indexes and preserves all permanent Board and other Town records.
Plans and supervises the conduct of all elections; prepares polls, ballot boxes, voting machines and ballots; instructs election official as to election laws and procedures; issues absentee ballots; and processes all election ballots and reports results to County Clerk.
Validates official documents; oversees posting of official notices, ordinances, and advertisements; records reports with the Federal, State and County governments as needed.
In accordance with local or state law issues various licenses and permits, including dog and bartender licenses, as well as, burning permits.
Maintains a public information service and, in response to reasonable requests, furnishes information and material concerning the Town government.
Receives all non-tax revenue, including dog license proceeds, mobile home school tax and garbage payments, as well as, miscellaneous payments, forwards to the Town Treasurer for deposit.
Records deposits made by Treasurer into QuickBooks; reconciles monthly bank statement; balances with Treasurer’s report.
Performs all duties and exercises all powers incumbent upon or invested in Town Clerks by state law.
Prepares agendas, mails notifications, advertises, attends Town Board meetings, prepares, and distributes minutes.
Updates Town ordinances, as necessary.
Maintains address (911) list for all Town residents, issues new addresses when permits are issued for new homes, sends all welcome letters, garbage schedules, and miscellaneous Town information brochures to new residents.
Processes bi-weekly and monthly payroll for employees and Town Board. Prepares and files required payroll tax reports, including yearend W2 and 1099 preparation.
Processes and maintains accurate accounts payable records, including preparation of monthly expense checks for payment using QuickBooks.
Maintains Town budget spreadsheet and recommends adjustments to Town Board monthly, as well as assists with annual budget preparation.
Requirements of Work
Thorough knowledge and understanding of State statutes relating to the duties and responsibilities of Town Clerk.
Thorough knowledge of modern office procedures, practices, and equipment.
Ability to rapidly acquire and assimilate knowledge of Town ordinances, and State regulations relating to operation of the office and Town government and ability to communicate same to staff, Town officials and the public.
Knowledge of accounting, bookkeeping and payroll practices.
Ability to establish and maintain an effective working relationship with other Town officials, employees, and the public.
Computer proficiency with the ability to use specialized software packages, spreadsheet, and word processing (i.e., MS Excel, MS Word, QuickBooks, email, internet).
Strong organizational skills.
Experience and Training
Considerable experience in clerical work of a responsible nature including experience with public contact; high school diploma supplemented by courses in accounting, business education, office procedures, and computers.
Yearly Salary: $36,500
